Cardinal Rainer Maria Woelki has signed an agreement with binding criteria for coming to terms with abuse. He already signed a so-called "joint declaration" on Monday.

In June of last year, the German Bishops' Conference and the abuse commissioner of the German government, Johannes-Wilhelm Rorig, had agreed on this, as the archdiocese announced in Cologne on Wednesday. The paper provides all dioceses with a uniform framework for dealing with sexualized violence.

"I am glad that we are now taking this important step on the way to a complete and independent clarification," said Woelki.

Form independent processing commission

"We have already begun to form an independent processing commission staffed with experts and are also in discussion with the state government on this ie."According to the information, the commission will be composed of victims, experts from science, professional practice, justice and public administration as well as church representatives.

The majority of members would be appointed by the state of North Rhine-Westphalia and the people affected. The commission will work especially with the abuse report, which the law firm Gercke and Wollschlager presented to the public on Thursday.
